The small appears to be blaming the black car but it’s the white car that attempts to overtake the van obviously without looking in the mirrors hitting the black car and causing the crash, whose fault was it?

Assuming the camera car was going at or near the speed limit the black car must have been doing over twice the speed limit ,from looking at the video and seeing how fast it passed the camera car.
I think the black car was doing around 100 mph or more.

eddie how do you know how fast the camera car was going? how do you know the speed limit of the road? The road looks like it's a 60 limit to me and black car was no way exceeding that. It was a proper passing opportunity on a straight fast road. The white car had got himself too close to the van and then decided to overtake just at the wrong time.
