I have been driving for 45 years without an accident, in the Uk and Saudi Arabia. I can judge speed from the video .Look at how fast the camera car is passing the white painted road lane markers it is a good indication of the speed. As it is a single carriageway road the limit will be 60mph maximum .

If the black car were speeding the fact that he was breaking the law does not make him liable for the accident. Just supposing I have a mechanically-perfectly car from an MoT point of view but the MoT is 1 day overdue. If you pull out of a junction without looking and I run into you am I at fault? I don't think so.
