When i was 17 though i bought a 16v Fiesta Zetec 1.4i and the insurance on that was �850 fully comprehensive by going through a broker rather than a big insurance company. That was on my own too rather than as a named driver on my parents insurance. That way i started to build up no claims bonus from the start and every year have got a discount because of this.
If you are on your parents insurance you won't be allowed to drive someone elses car (a friend etc) only the one you are insured on. For your info you need to be at least 21 and Fully comp to drive someone elses car.
Insurance premuims cost a fortune for young dirvers, I'm taking a friend out for driving lessons just now, he's 17 and drives a 1.1 saxo he was quoted �3000 to insure it but got it reduced by transferring his mum's no-claims bonus to his name. I got my first car when i was 19 (i'm 25 now) a 1.1 fiesta insured it for �600 third party f&t. After a year, I had a year's no claims, i swapped the fiesta for a 1.8i BMW 3 series, it was a 1990 model but still a very cool car and the insurance was still �600.
My advice would be to get a decent wee car that's cheap to insure, build-up some no-claims bonus and experience and then get your GTI's and 2litre flying machines.
