The "criminal gangs" are just Hamas trying to nick all the aid for themselelves. Their foolish action inflicted this on Gaza now they are stealing the aid before the people get it. Israel is doing the region a favour.

Q. But who are these 'looter gangs'

A. Palestinians.

Clearly aid vehicles need to be accompanied by military level forces that can make mincemeat of criminal gangs hoping to steal the aid. It makes no difference who the looters are.

If Hamas provide the protection and are successful, then fine; but they might be loathe to identify themselves. If Israel does it instead it'd be a coup for their global public relations and they may be able to take out more of their enemy to boot.
