Just when the government thought they'd solved it ... will they be surprised to discover they haven't.... and what will they do to resolve the threatened 'consequences'?

Probably. They seem to have been taken by surprise that the £9bn or so they have feted on the train drivers has led to (what they call) a "Black Hole". That illustrates that they don't seem to have much idea of basic economics.
"...and what will they do to resolve the threatened 'consequences'?"
The same as they have done to "solve" the problems they believe they have dealt with so far and the same solution that all Labour governments come up with - simply chuck more of other people's money at it.
"It would seem that as a union wins a huge pay increase for their members, they get to the back of the queue ready to put the next claim in."
By Jove! I think you've got it, gramps.
Trouble is, almost everybody else in the country can see that. The few who can't sit around a big oval table in No. 10 Downing Street.
Well its 2TK who is making the hole in the first place. There is only a 'hole' becasue Labour are factoing in what they want to pay out to their rich Union masters. If they didnt do that then there wouldnt be a hole, but Robber Reeves and Stealer Starmer think the public are stupid.
This will go on and on, inflation will picj up, employers/investors will leave the UK and back to the 70's we will go.
IMF anyone?
