Temping for the Government

I am a carer for my elderly mother, but I want to return to work on a temp basis (several weeks on, several weeks off).  The local government is the best bet for this, but they insist on 2 references, one of which must be a past employer.  As the last place I worked has closed and I was there for a substantial time and unable to contact my boss as I don't know his whereabouts they won't take me on until they have this.  What can I do.  I do not have anyone to assist in this matter although a friend has given me a glowing reference.

Will they accept a reference from a professional or clerical person?  Such as a doctor or priest?

Unfortunately, No I cannot get a doctor or priest or any other professional.  A real bind I know.

Perhaps find something else in the meantime to establish a reputation and build up references.

Hi there!

Can you give someone of an employer before, and back up with an additional personal reference? I used to work for a government body and we could 'bend' the rules in certain circumstances, sounds like they're being a bit harsh! As not everyone has recent work references or are in a similar situation to you.

If theres really nothing else they can do, like the Octavius says you'll have to temp somewhere else to get more experience (maybe an agency?) and reapply when you have another referee.
