Anyone know if a bankrupt individual can become a Personal Licence Holder? Thanks

Yes they can. Only if you have been convicted of relevant offences will you be prevented. Being insolvent is not an issue under the Licensing Act unless you hold a Premises Licence and become insolvent while you hold it. You can, however, take a new Premises Licence on after you become bankrupt.
