Yes you can take the child out of school, you have to de-register with the school and you must be able to prove that you are teaching the child. Just a word of warning. Once you take them out of the school "system" it is not always easy to get them back in. It is not as easy as you think, unless you have a teaching background. I took my daughter out of school through bullying. I went down all the necessary paths of police, heads etc, reporting to the council but the bullying continued and got worse. The school welfare officer told me that i could get fined if i did not send her to school or de register her from the schools register. I did not know if i was capable of teaching at home, so i took her out of school, with the help of my GP, to see if it would work. The first week was fine. She did the work no problem. The second week she lost all enthusiasm. The third week she was near suicidal. She lost all social contact with her friends. We live in a village, so her friends are scattered all around. Even though we invited her friends over, she felt that she was losing them. We then applied for a transfer to another school and due to the fact this school was not my daughters first option she was told she would have to wait her turn or go to appeal. Fortunately, due to the severity of the bullying and the co-operation of the MP and doctor we managed to get her in after 4 weeks. Please think carefully before taking this task on. But good luck anyway.
