i want to set up my own business in home caring ,do i by law have to have an nvq 1before i start

Not sure what you mena by "Homecare"
If it clenaing and helping with household tasks, then probably not.
If it involves any type of personal care, then you do need to have your Moving and handling Certificate, plus Health and safety, so I would say you need an NVQ1 at least for personal care.
Just to ensure that you are protected if someone decides to sue you if they slip or fall.
