NCLEX is the actual license, which is required before you can legally practice. In America each state has its own requirements and as such, one state may take much longer than another in issuing your license.
Citizens of certain countries, such as the Philippines (and Im not singling this country out by any means) has such a high rate of fraud, the vetting process can often take much longer as qualifying researchers strive to confirm documentation and attendance. Consequently, many qualified nurses actually arrive with nothing more than the equivalent of an NVQ care certificate. (and even those are exploited!)

Thank you, Fr Bill.
Could I ask you a bit more - do the nurses do the CGFN in their own country and then apply to do the NCLEX when they have arrived and are working in the USA?
Is it somewhat similar to NMC registration in the UK - that is, that nurses can qualify for immigration but often have to find work outside the NHS until they meet the registration requirements?
Sorry for all the questions, and thanks for taking the time. Annemollie

Anne: Theres a site for the National Council of State Boards of Nursing which contains a rather lengthy document on International requirements and the process involved.
In the most simplistic answer, yes, CGFN would be your first start. However, in typical American style, it does work hand-in-hand with NCLEX. I think the pdf file is the safer way to address this, so Ill attach a link below.
Its just a fluke that I actually knew what you were looking for. We have just recently completed a process for two nurses in the Republic of Moldova. It was incredibly challengingbut finally, weve gotten there!
I dont know if its of interest to you, but as I understand it, Canada is a much easier process.
