adding robots.txt to website?

Can anyone tell me where and how I add the robots.txt file when working within a 'Web Page Maker' page.
I have produced a file entitled robots.txt and uploaded it (which contains the: User-agent and Disallow script) but when I test it with the Google Analyze robots.txt it still states my web pages are still 'Allowed'.
Please can anyone help me?

For more on marking an answer as the "Best Answer", please visit our FAQ.ChuckFickins: I have used the Ipswich WS-FTP to upload my robots.txt file to the same folder as my index.html file (the penny finally dropped, sorry for being so lame, but this is all so new to me).

1. Select Insert > Add-ons > Publish File...
2. Click the Add button, and select the file you want to publish from your hard drive. (in this case your robots.txt file)
3. Click OK.
and then republish your site
