Applying for a national insurance number

My stepson was born and spent most of his life in South africa. he has full british citezenship/passport etc as his dad, (my hub) was born here and lives here. He is due to come and live with us ...(i.e. leaving South africa to emigrate to england). He will need a national insurance number to work, and I am told, a tax code to open a bank account. How will he do this? Where does he apply to? My husband is under the impression that as he has citizenship already he will have been allocated a NI number at the time? Surely this can't be right as he never actually lived here, (other than a six month period when he was 11) ....By the way he is NOT a p***Taker...he does want to (try) find a job and is not planning on milking the system in any way.

It's very informative on most things but doesn't tel me how he...a british subject who was born abroad and has always lived abroad...will get his NI number. Imean I know he can apply. Bunt realy I'm wanting to know if he ALREADY has one (due to being a citizen via the nationality of his father or if he must apply for a "brand new" number. I'll ring the relevant dept - i was just curious if any ABer's knew in advance. thanks for your input though
