Residency Order

My sister has lost her kids to their fathers sister whom the children barely know. I was just wondering where she stood as they seem to be calling all the shots etc i was under the impression the order only meant they had to live with her? Any help would be grateful

a residency order means that it gives parental responsibilty and that they are the ones resposible for the child/rens welfare
