Should have given more detail a friend had an accident was insured fuuly comp. vehicle was trashed he asked insurance company to suspend or cancel and refund rest of policy. they refused either so he presumed himself still insured but was stopped by police while driving an insurance company said he was no longer insured. so he got 6 points on license. he wants to no if he can appeal.

Did he have a Certificate of Insurance to prove he was insured?

If not then to 'presume' he was still insured was a fatal error. He's guilty at least of failing to produce a certificate and at worst of driving without insurance.

My guess is the insurance company didn't refuse to cancel the policy - just that they refused a refund. As (presumably) they had paid out on the car they are perfectly entitled to do so.
