Can anybody please tell me the rights on cutting back the nieghbours hedge on my side of the fence line

But you must not keep the clippings - they are your neighbours' and should be returned.
Agree with Ethel- except I would offer the neighbour the clippings rather than just return them without their agreement. Chances are, the neighbour won't want them. I wasn't too pleased when my neighbour dumped them in piles in my garden and they blew all over my lawn.
You can only cut back to your fence line (and no further). You must offer the clippings back but they don't have to accept them.

If you pay someone to trim your side it is at your own expence.

Maybe a rocket will fall on it, come 5th November and set it alight, if you can wait that long.
