Share of house sale

If two or three people own a house can one of them force the other/s to sell if they don't want to . If they can't force a sell what else can they do subsequently .

I know of 3 sisters who jointly inherited a house when their mum died. One of the sisters was still living at home at the time. The other two sisters wanted to sell the house and split the proceeds 3 ways, but the other sister didn't want to.
The sister living in the house could not afford to buy the others out.
This all kicked off 5 years ago and the matter is still not resolved.
