i recevied a Penalty Charge Notice from council...the reason for this Penalty Charge is:failing to comply with a restriction on vehicles entering a pedestrian zone...the alleged contravention was seen by camera...what's going on if i don't pay the Penalty?What can i do? They can take me to court? Can you help me on this? Thanks!

I suggest you just pay up.

If you think it is incorrect, look at the ticket for how to challenge it.

Whatever you do, don't just not pay, or the bailiffs will be round.
They will have told you the location and shown photographs. If they have stated the location time date then the PCN is invalid.

If they haven't shown photos ask to see them.

If you have these and they show you as guilty pay it it will continue to grow in size until you go to court.

If you don't think you are in the wrong appeal it the PCN should tell you how.

So i've got the chance to get to court...
If you were in a pedestrian zone then you don't stand a chance.
I think you can refuse to pay and go to court instead. But as there is photographic evidence the chances of getting off are VERY slim.
If you go to court and are found guilty you will get a fine , almost certainly more than the fixed penalty, and 3 points on your licence. The FPN is not a conviction and there are no points.
Remember 3 points on your licence will push your insurance up for the next 5 years as well.

All the council need to do to prove you guilty is to show the photo of your car in the pedestrian zone, time only comes into it if the zone is only a pedestrian zone at particular times.
The only defence I can think of is if you can prove that your car was not the one in the photo. If for instance there was a mistake in reading the number plate or someone has 'cloned' your reg no.

what about if i have an european driving licence?they still can take 3 points???
There are no points anyway. The driving licence you have is irrelevant. Anything that happens, happens to your driving record in the UK, even if you don't have a UK licence at all.

Are you disputing that you entered the pedestrian zone? Check the evidence they have and pay up or it will get very very expensive.
Not sure about the points but the Penalty charge will be increased by 50% if you do not pay within the time limit .

If you go to court and lose you could be ordered to pay Councils fees as well as your own charges.

Forgot to add. By incisive do you mean I am on the button? or did you mean something else?
You don't get to go to court. You don't get points for this.

You have the chance to appeal to the Parking and traffic appeals service, you can attend if you wish. There decision is final and binding.

However if the offence is provable you are only wasting money.
I would pay up and forget about it, as contesting it would bring just higher costs and time wasted........dont think it would go to court, but if it does.....you'll probably lose as no argument that you were there and you'll incur more costs.
