a friend told me there was a pedephile living in my building so i checked it out on the internet and its on the internet his name where he lives how long he went to prison for what he did and that he is on the sex offenders register and he photo is on the internet it is 100% him.

What are you going to tell them? You have no idea if these allegations are true.
Being told by a friend and seeing things on the internet are not proof. At the moment what you have is gossip and even if it were true the police will know of him and where he lives and I have no doubt he will have to report to the authorities on a regular basis.

If it's in the local paper then I don't see what there would be a problem if you think it would help, provided you get the facts right- just show someone a copy of the article
