Can anyone give me the correct terminology for designation of responsibility...loco something or other ?

The Latin phrase as others have said is “In loco Parentis” (in place of a parent). However the Children Act defines parental responsibility as “ all the rights, duties, powers , responsibility and authority which by law a parent of a child has in relation to the child and their property”. For the purposes of the Children Act 1989 and the Family law act 1996 a child is a person under 18 years of age.
