Is there such thing as right of way when a house or business entrance passes over a footpath? Should the vehicle let the pedestrian cross over the footpath or should the pedestrian stop to let the vehicle progress in or out?

Pedestrian takes priority.
Surprised you need to ask. There's a reason it's called a footpath.
It's good manners to let the pedestrian go.
If it's marked on an Ordnance Survey map as a footpath, pedestrian have right of way.
