Ask your solicitor.
You need to obtain an Energy Performance Certificate before you seek to sell a property:

You, or your solicitor, must draw up a contract covering the details mentioned here:
https://www.gov.uk/buy-sell-your-home/transferring-ownership-conveyancing

As part of that process you should obtain and complete the Law Society's Property Information Form (TA6):

You, or your solicitor, must complete form TR1 and submit it to the Land Registry with the relevant fee:

I wouldnt dream of transferring a property myself
but use a licensed conveyancer
they do this all day and every day ...
