TTT - can you do that with no documents?

You need documents to scrap. Very few will remove now without especially with CCTV everywhere to identify them.
If you have tried to locate the owner through DVLA and police have refused to assist then you need to ask your local council.

You may not get fined too much if you want to do that.

I have a private car park visible through the window to my right, currently six cars parked.

What do you think I'd do if I saw someone brick one?
If you put a brick through the window and it is captured on CCTV then you could find yourself with a fine for vandalising the car.
Why not leave it to the landlord of the carpark to deal with?

It's criminal damage, Spath.
Report it to the owner of the land and let him deal with it.
