If you owe 1 or 2 months rent to a landlord, is he within his rights to tell you he won’t do any repairs till the debt is cleared.

yes T must give access - I think you should write rather than speak as there will be endless dispute in front of a judge
the two are distinct - if the tenant is 8 months in arrears I would make it quite clear the LL will seek eviction on ground 8 - and then I would probably do so ( no rent see?)

and it is not connected with the duty to pay rent ....
or else everyone would take the roof off from non paying tenants

90% of these contracts end in eviction anyway

The tenants do to no fault of their own Well yes and no. Wages going into bank failed to cover the due date of the rent for some reason. Landlord informed them of the arrears 6 months after they were due??? Doth are working with very low wages, and are trying to pay additional monies on top per month to clear the debt. Always a story behind everything ummmm & MM

and secondly because I am a landlord and have had experience of rent arrears, eviction on ground 8 , and lack of repairs in arrears, and with-holding rent - doesnt this show? perhaps not.
I have had leaving tenants asking me to read their new leases and tell them what it means
