Perishable or 'high risk' goods that have a 'use-by' date are not safe to eat once their date has passed.
With 'best-before' dates it's usually the quality of the food that has deteriorated rather than the safety.
You may sell foods past their 'best-before' date but you should point out the expired date to potential customers

A product may be sold past its "best before" date. That in itself is not an offence. As stated prior, "best before" dates are on long life low risk products and thus there will be a gradual reduction in quality after the BBE expiry. Tins of food can be perfectly safe and satisfactory to eat years after the BBE date.
The offence is committed if the product has deteriorated to such an extent that it is not of "the nature, quality or subsatnce demanded by the consumer".
Thus if it tastes "off" or stale or flat, etc then an offence is likely to have been committed.
Shops should know not to gamble with BBE dates.
You cannot EVER sell past a "use by" date.
