what is the time limit from the time of the alleged offence to the posting of the summons are there any exceptions to the rule?

A bit pedantic, I know, but the legislation is worded so as to avoid action having to be discontinued because of, say, delays in the post or the addressee�s dog eating the mail. If the prosecuting authority can show that the paperwork was posted in time, but failed to reach the addressee for a valid reason beyond their control, then the action cannot be struck out.
