You do not get a summoms, you get a NIP, Notice of intended Prosecution, this has to arrive within 14 days.

Not quite right, Toureman. It does not have to arrive within 14 days. It has to have been posted so that in normal circumstances it would arrive within 14 days.

A bit pedantic, I know, but the legislation is worded so as to avoid action having to be discontinued because of, say, delays in the post or the addressee�s dog eating the mail. If the prosecuting authority can show that the paperwork was posted in time, but failed to reach the addressee for a valid reason beyond their control, then the action cannot be struck out.
