1)Is the most flouted of all criminal (motoring) offences?

2) Could we start a campaign whereby if you see someone using the phone while driving, we toot our horn so they get shamed.

I count *at least* 4 drivers every day using handhelds. This is on a 4 mile bike ride of which 2 are off-road. This very morning I was narrowly missed by some girl chatting away as she zoomed round a bend one-handed at well over the speed limit.

I shout at them.

There is another universal flouting - 99% of motorcyclists are not obliged to obey speed limits. 40-50-60 is common in built-up areas.

A large proportion of the lorry drivers passing my office are talking on handheld phones, or drinking out of a cup. Some do both at the same time.

If anyone doubts how dangerous this is, go to a supermarket where people cannot even push a trolley safely while using their phones.

how can excessive use of horn be illegal if different cars are doing it to the same user of the phone...so you will have a line of cars going past tooting the horn.

Anybody watch Traffic Cops earlier? 22 year old girl killed when lorry driver, using hands free and looking down at the phone, ran into the back of her car at 60mph.
i think to have lots of cars suddenly hooting could spook other drivers who are unaware of whats happening and may panic that sometning is wrong - could be more dangerous than the phone user
