Would I be infringing this law by uploading to the internet (not for profit) fifty year old cartoon footage I have digitised from VHS tape??

In all liklihood, yes. You most likely need to have the permission of whoever owns the copyright to the cartoons you wish to upload. Uploading to the net would be reproducing copyrighted material and probably distributing it.
