How do i claim back land from a neighbour that we own the title deeds show that they have 3ft of my land.

Not true, I'm afraid. The title plan shows an approximate boundary called a 'General Boundary' which you have presumably scaled off the plan and calculated they 'owe' you 3 feet?
It is possible to go through a long and expensive process to have the exact boundary determined, but its not recommended.
How long has it been like this - more than 12 years?
