Do we need a licence to sell cigarettes??

In a small business and thinking of selling cigarettes in small quantities... is there such a thing as a Cigarette Licence to sell them and would we need one?
Any advice would be appreciated. thanks ML.

Curiously not, at least not in England. I think there may be a licencing scheme in place in Scotland.

There are currently proposals in place to introduce some kind of licencing system to help against under-age tobacco sales.
