why dont we find out about traffic law changes until we get stoped by the police trafic wardons minustry of transport

the thing i am refearing to is that people towing it is now law
that you have to put extending wing mirrors on your car if
the trailor is as wide as your car and it doesnt matter how high it is.
i also read this week that it will be compulary that you will have to switch off your engine when stood in traffic

Regardless of the particular issue to which you refer (which I can just about make out by identifying a few of the words you have written), how do you suggest changes in the law are conveyed to people?
A personal letter to everybody in the country? An advertisement in all the national newspapers? An e-Mail to those that have the facilities? A telephone call to all drivers? Advertisements on billboards and at bus stops, perhaps? A text message for those who read such things (of course in this case the relevant changes would have to be translated into "textspeak" so that only those using that language can understand it).
