Of course she can bring them ack - but the may take them off her when she gets here.

Why would they take them from her?

Ensure she only brings back her allowance and no more and I am sure she will be fine

You have to be 18 years of age to smoke in both Spain and the UK. At her age, she would need to find a shop willing to sell them to her first. And even if she does manage to acquire cigarettes, minors (under 18s) are not permitted to bring any back into the country.

It is not illegal to smoke cigarettes aged 12/13/14/15/16 etc but it is illegal to buy them until you reach 18 in the UK - as well as Spain :)
