Explain the legislative function of Parliament and the role of the judiciary in the law making process?

Parliament enacts a law, and the judiciary then decide what that law actually means.
That decision is not always what Parliament intended, because the parliamentary draughtsmen get it wrong and the members of parliament don't always fully understand the proposals they are being asked to accept, as they are set out in the Bill they are considering.
