PF, in Scotland, is an abbreviation for the Procurator Fiscal. That's the Scottish equivalent of the Director of Public Prosecutions in England.

If a case was abandoned at the request of the PF, it suggests that the prosecution have conceded that they've got insufficient evidence to obtain a conviction (or that it was 'not in the public interest' to take the case any further).
