...who is lying by a lake on a shallow pebble beach wearing nothing but a pair of 'Y's??
Basically i think this sort of behaviour is unacceptable but someone in the office said this morning that as long as he is 'covered' he is fine. does that mean i could walk around the streets of glasgow in my pants and bra without any (legal) repercussions?

To address your first question, there needs to be a specific offence, and even if there was, it would usually be the Police who would have a "power of arrest", Not Joe Public.
I don't think lying on a beach in a pair of Y Fronts constitues any offence, except perhaps to your delicate sensibilities?

Secondly, if the weather in Glasgow is warm enough, which is extremely doubtful, to make you want to flounce around George Square in your skiddies - GO FOR IT !!!
