Does anyone know the law on right aways that have been in existence for sixty year it involves access across a back garden ,most locals have already shut thiers of without any legal comeback but I would like to know the actual legal postion and where I can find it in writing

Maybe it's because you want info on "Right of way" that you can't find anything.

If you are talking about a public right of way that is marked on the county councils ROW map, then it cannot be extinguished just because some idiot decides to block it off. Ever.
If you are talking about a private right of way, more normally called an easement, that might be different.
