Wanted for questioning !!

Hi, one for the legal panel, if poss., pls? I have obtained judgement in English court against a French car dealer. Accordingly, he was supposed to have paid up on Sept 17th. He is making noises about being unable to pay and I want to apply for him to attend court for questioning about his means/assets/financial status. I know I will probably need a European Enforement Order at some point but do I need it BEFORE I am allowed to apply for him to attend for questioning? He has accepted English law/jurisdiction and attended one court hearing and a telephone hearing (from France) already. Any legal guidance much appctd. Thanks in advance...
