Strictly speaking you give way to people on the roundabout. So neither of you should wait for the other, or you would be there all day. There is no-one on the roundabout so you are safe to proceed. If you got to his exit before he moved then he should give way to you. Remember also that on many roundabouts you wouldn't be able to see each other in these positions.
A strange question indeed and I`m still not sure if I fully understand it. I`ve always believed that on joining a roundabout you had to give way to vehicles coming from the right who were already on the roundabout. You don`t have to give way to anyone who still has to cross the give-way lines at the entry to the roundabout.......but another `rule of the road` is to expect the unexpected.
Always drive as if the other guy is out to kill you and you may just survive.
He should give way to you.
As he is going straight on, the only possible way that you would need to physically stop to give way to him is if he pulled out when you were actually on the roundabout - which would be wrong as you certainly have right of way then anyway.
Think of it from his perspective too - if you see a car opposite approaching a mini roundabout, indicating to their right, you'll give way yeah?
