Hotpoint WD61 - not emptying

Hotpoint WD61 - I have taken back off, removed and emptied blocked filter but having reasssembled the water does not drain and therefore does not spin.However, if I empty water via a bucket from drain hose the machine does then spin properly!
Any help on this please. Thanks in advance Sharon
