Film Title?

Hi

I wonder if anyone can help with the title of a film probably made late 80's to early 90's. It is about a guy who gets fed up with local crime, so he videos people performing various crimes and then overpowers them and ties them up. The guy then attaches the video and a note written to the police to the criminal. The note basically says "Police, I am a criminal watch this tape" Any Ideas?
