Can anyone remember sport billy?

Hi

Can anyone remember Sport Billy?  It was a kids cartoon probably in the 80's about a little boy who had a sports bag and helped people out all the time.  He used to go into his sports bag and pull out an item eg an helicopter which was small in size then hey presto it turned into a full sized working version of the object.  None of my friends and family can remember it and all think i'm a bit cuckoo.  Please someone say you remember it then i can prove i wasn't living in la la land all those years ago.

I vaguely remember Chish and Fips.

They were two garden gnomes who went on adventures at night.

I can also remember Sport Billy.

I used to love sport Billy, They (Billy , a girl and a dog) used to travel through time in a machine that looked like a big alarm clock. His magic bag was called an Omni-sack. Hi was always up against an evil female baddie called Vanda. She had green skin and a dopey mini-me type assistant. Can't remember his name though. Great cartoon

I'd forgotton all about jamie and the magic torch-dead good.  Do we ever grow up?  Although i must admit my favourite was Trap Door
