Movie Identification: Horror Movie??

I must've asked this question a 1000 times but I really like to find it. I remember there was a man and son who kidnap young girls and women and keep them captive in some sort of dungeon underground, chained by their arms from the ceiling. Whenever the kidnapper was going to kill, he'll put on a wedding dress/white dress on the victim. One of the hostages tried to escape by killing the son, pretending to be his dead mother, saying "I'm your mother" before hugging him and setting him on fire. She is then hit by the father, or killed...I think it came out late 90s to mid 2000s. Any ideas? It's NOT the movie The Cellar Door.

I was wondering if it was a Criminal Minds episode but having looked through their IMDB episode list I can't see one similar (and gawd some of their plots were sick)
