It wasnt famous it was a dark haired shortish balding man who always said unfunny things like at dinner parties etc. The comedy was focused around him. Kind of cringe worthy and funny at the same time.

Although he is dark haired he isn't of Scottish descent.
I don't suppose it was Leonard Rossiter in the fall and rise of Reginald Perrin? That was back in the 80s though so probably not.
