Yes. If you google 'YouTube translation for dummies' you'll be well sorted.

Are you asking for a translation of what's being said in the video or simply of its title. The first requires either incredibly complex (and still not particularly efficient software) or someone who is bilingual to translate for you.

The second requires nothing more than https://translate.google.com/ but it's not perfect. ("Three-year-old Zhang Xinyi. Read this video tears Biao out")
