Foster Carers

My question is regarding foster carers in Republic of Ireland. (Appreciate things may be slightly different in UK)
A child I know is in long term foster care till 18 and I was wondering how things work out then if the said child wants to go to university.
Is there an allowance available to fund this or is it down to Foster parents?
The mother will certainly not be in a financial position to cover the costs.

I suppose it will be down to applying for and hopefully getting a grant.
The foster parents already have a natural son and will be in a position to put him through university or college whatever he decides. They are comfortable financially.
The carers are getting 325 pw for the fostering,so hopefully they may be in a position to help out if neccessary.
I don't think they will turn their backs on the little girl as they are a really happy family unit.
There is obviously no obligation by anybody to fund this.
