old tv show, please help meee

I'm looking for the name of a TV show that was on during the early 90's. The opening theme was 'somewhere over the rainbow' and there were 2 people in a bubble floating over a spire. I think that the people in it were green, with the main evil person being thin and tall, whose mum always used to phone him. if you know it please help me, its driving my friend insane.

Hmm I'm not too sure about that one. I recognise it too, but I just can't think of the name. Tell your friend to sit tight, I'm sure someone will know. If they don't maybe your friend is a bit insane :)
