The earliest recorded written version of the phrase was in Partridge's Dictionary of Slang, published in 1967. Given that it was slang, it is highly unlikely that an original spoken source will be found. Your question is rather like saying "Who first decided that apples - from apples and pears - was to be Cockney rhyming slang for stairs?"
