control from the bath

Does anyone remember a very strange film/tv programe where a man was controlling a high rise office building from his bath tub?. He had two hench men (who liked to keep body parts) trying to catch someone inside the building. quite a few years ago now though.

It might be 'Max Headroom' which was a UK film, then was later made into a US series.
