In view of the the tragic events of Setember 11, and the resulting sensitivity, may the makers of the 'Lord Of The Rings' movie trilogy have to consider re-titling the second segment, or will the world have calmed down by then?

Anything is possible. Given the various possibilities for government to be imposed on Afghanistan its quite possible that "The return of the king" might be problematic, too.

I wouldn't have thought it likely, there'd be an outcry if the title was changed for that reason (and rightly so). Going on those lines, no more disaster movies would ever be made -- and I don't see that happening.
