Ashes to Ashes

I love the prog Ashes to Ashes but what is it all getting at ?
I don't quite get why these folks,(Sam Tyler,Alex Drake) close to death time travel into significant eras that meant something to them in the past?
Then they bump into Gene Hunt and his sidekicks?
Any one want to guess what is happening?

I don't worry too much about the plot, I just look into Keeley Hawes' eyes - does it for me!
