Generally, I think those applying to be in the audience have a question at the ready - but very few are able to pose their question to the panel. For more information, see this website (plus the webpages referred to on the site):

I know when 2 of my friends went to Question Time when it was at Glasgow.They never had any questions planned to ask & were still able to be part of the audience.
